A low-depth temporary retaining wall structure for water supply and drainage construction is provided to improve the recycling rate of material and to prevent the soil collapse of the lower region of an excavation when inserting an embedment pipe. A low-depth temporary retaining wall structure for water supply and drainage construction comprises a plurality of guide pipes(100) arranged close to the sides of an excavation at regular intervals, a plurality of embedment pipes(200) which is inserted into a through hole(101) of the guide pipe in order to rotate and is near inserted into the bottom soil, an upper soil retaining plate(110) fastened to the rear side of the guide pipes, and a lower soil retaining plate which is slid down along a guide groove(103) and installed between the embedment pipes.
