A water soluble flame retardant composition is provided to ensure excellent effects of antisepsis and mothproof, to prevent the environmental pollution and to reduce the generation of the poisonous gas and smoke. A water soluble flame retardant composition comprises magnesium ammonium phosphate aqueous solution 85 ~ 99 weight%; silane adhesive 0.1 ~ 5.0 weight%; boric acid 0.1 ~ 5.0 weight%; borax 0.1 ~ 10.0 weight%; and phosphoric acid ammonium 0.1 ~ 10.0 weight%; further acetic acid magnesium zinc boric acid aqueous solution 0.1 ~ 10.0 parts by weight base on the flame retardant composition 50 ~ 300 parts by weight.
