PPROBLEM TO BE SOLVED: To provide a skin lotion composition having maximized percutaneous absorption by including Pheum palmatum extract in fine emulsion particles or lyposome using a high-pressure emulsification technology. PSOLUTION: The skin whitening lotion composition contains fine emulsion particles or lyposome containing Pheum palmatum extract. Preferably, the skin whitening lotion composition contains the fine emulsion particles or lyposome in an amount of 0.01-20 wt.% based on the total weight of the composition.
