A permanent magnetic type actuator and a battery circuit breaker are provided to improve a trip manipulation by driving an actuator with a low power using a lever principle. A frame(153) forms a magnetic path and has an accommodation space therein. A movable element(155) is arranged in a frame and the movable element can be moved to an inserting position and a trip position in the frame. A permanent magnet(161) is arranged in the circumference of the movable element in a central part of the frame. An injection coil is arranged in one side of the permanent magnet according to a traveling direction of the movable element. An actuator body(151) includes a trip coil arranged in the other side of the permanent magnet. A trip frame(173) moves the movable element to the trip position. A spring(191) provides an elastic force in order that the trip frame is circulated to the trip position. A lever type hand operation trip device(171) includes a lever(211) which makes the trip frame circulated to the trip position.
