A vertical shaft excavation apparatus and method using pneumatic and water pressure are provided to bore ventilating shaft and temporary facility-structure of mine roadway, subway ventilation opening, and underground electric power conduit ventilation opening through raise boring machine method without additional reaming room. A vertical shaft excavation apparatus using pneumatic and water pressure a drive unit(110) which provides excavation power, a support unit(120) which is installed at the drilling position of a vertical shaft, supports the drive unit and forms a work space, a drill rod(130) which is connected to the drive unit and rotates by the power of the drive unit, a drill bit(140) which has a suction hole(141) inside and is connected to the bottom of the drill rod to rotate and excavate the ground, a water supply unit(150) filling up water inside the excavated shaft to form water pressure, a compressed air supply unit(160) supplying compressed air inside the excavated shaft, and an exhaust pipe(170) whose one side is connected to the suction hole of the drill bit and the other is exposed on the ground so as to discharge the sludge and water flowing in the suction hole.
