PURPOSE: A method for controlling transmission control protocol congestion for reducing retransmission timeouts is provided to improve performance by lowering a probability of retransmission timeout by retransmitting lost retransmission data segment one more time based on buffer state information of a receiver. CONSTITUTION: Whether a data segment acknowledgement received from a receiver is in a fast recovery state is determined(100). When the acknowledgement is not in the fast state and the acknowledgements are repeatedly received for a predetermined times, the data segment is retransmitted and a sequence number of next data segment is stored in a score board(130). When the acknowledgement is in the fast state and a duplicate acknowledgement is received for the retransmission data segment, whether the retransmission data segment is lost is determined using buffer state information of the receiver. When the retransmission data segment is lost, the retransmission data segment is retransmitted again(181).
