PURPOSE: A seawater exchanging system of hydrophilic environment having an oil pressure pump and a seawater pump using wind force is provided to smooth the oceanic circulation inside and outside a harbor by supplying outside seawater into the harbor through the oil pressure pump and the seawater pump operated with the wind vane. CONSTITUTION: A seawater exchanging system of hydrophilic environment having an oil pressure pump and a seawater pump using wind force comprises a seawater receiving part, a seawater transport part, and branches of channel pipes. The seawater receiving part is comprised of the caisson pedestal, and the seawater lead-in. A caisson pedestal is built in a breakwater to lay a conduction prevention anchor. A seawater lead-in part is extended from the caisson pedestal to the upper part and forms the seawater space. The seawater lead-in part comprises a plurality of seawater inlets toward the outside of the port. The seawater transport part comprises a tower(210), a wind vane(220), a hydraulic pump(230), a hydraulic motor(250), and a seawater pump(260). The lower part of the tower is fixed on the seawater receiving part. The wind vane is fixed on the upper part of the tower and operates by the wind force. The hydraulic pump operates with the wind vane. The hydraulic motor is installed at the lower part of the tower to operate with being supplied with the fluid of the hydraulic pump through a hydraulic hose. The seawater pump operates with the hydraulic motor. In the many branches of channel pipes, a plurality of outlets is formed in the longitudinal direction.
