Method for Issuing Financial IC Card for Multi Function

A method and a system for issuing a multipurpose IC card with a blank finance IC card, and a recording medium thereof are provided to realize the multipurpose IC card at a low price by enabling a blank IC card issuer to issue more than one card applet. A blank IC card issuing unit(145) issues a blank IC card equipped with an IC chip, which includes card applet storing regions for each card company, financial company, security company, and point issuer. A card issuing unit(140) generates card information corresponding to card issuance requested from a customer when the customer requests the card issuance through a terminal equipped with an IC card reader. A card applet issuing unit records a card applet to the card applet storing region of the IC chip included in the bank IC card by generating and providing the card applet including card information.
