A surgical apparatus comprising:! a handle section made with the functionality of creating a piercing / cutting movement; ! an elongated shaft attached to a portion of the handle; ! a piercing bar installed with the possibility of reciprocating longitudinal movement in an elongated shaft for transmitting piercing / cutting movement; ! an end effector connected to the elongated rod on the distal side and forming a portion of working devices, while the end effector responds to the piercing bar by performing a surgical operation; ! control circuits configured to generate a firmware / cut signal; and! an electric locking mechanism located on the site of working devices and responding to a firmware / cutting signal by changing the state between the locking position and the position without locking the firmware bar. ! 2. The surgical apparatus of claim 1, wherein the electrical interlock mechanism further comprises an electroactive polymer-based drive. ! 3.
