An apparatus comprises a frame of two pipes fastened by two bearing supports - back and front, a pipe connecting these bearing supports, a seat attached to the frame and height and position adjustable, an shaft fixed on the frame, and a lever seated thereon and height and position adjustable on the frame, with a support for arms and feet, a fixed support for feet, two modules, one of which is placed on the bottom end of the lever, and the second - on said pipe near to the back bearing support. In the pipe there are a power element connected with its one end with a cable bending around specified modules, and a recoil group of the cable.
