Method of generating fine dual-phase gas-liquid aerosol lies in the mixing a gaseous mixture with the liquid spray phase. Differential characteristic of the method is that the gaseous phase of the aerosol is formed based on the products of combustion of organic fuel in gas turbines or internal-combustion engines, excess air factor during the combustion of fuel or during the mixing of the products of production with air are selected, such that the oxygen concentration before the spray-type unit is less than the minimal required to support the combustion process, but enough to sustain breathing of warm-blooded animals and humans. Device for generating fine dual-phase gas-liquid fire extinguishing aerosol, contains, at least, one spray-type unit.
