The invention relates to the field of test and measurement equipment, and can be used in measuring the liquid flow rate or gas. Technical result: the use of the proposed device allows to measure the flow rate, which readings are independent of the flow temperature in a wide range. Also, the device improves accuracy. The claimed technical result is achieved due to the fact that the device for measuring the flow rate of fluid or gas comprising: a thermistor having a negative temperature coefficient (NTC); means for measuring an initial resistance of said thermistor; means for applying to said thermistor pulse energy to create a temperature difference between said thermistor and said flow; means for measuring the resistance of said thermistor starting immediately after tripping action of said pulse, and storing the starting time of said disconnection, and calculating the resistance value as a predetermined cutoff predetermined fraction of the difference between said initial resistance and said starting resistance; means for comparing the resistance of said thermistor and said reference resistance cutoff during the process of cooling of the thermistor; means for storing said time achieving cutoff thermistor resistance value cutoff resistance; means for calculating a time interval between said time and said time off cutoff; means for determining the fluid flow rate or gas on the basis of said time interval.
