The method forms a radio frequency communication device by providing a recess within a substrate (10) and providing a part of an antenna (26) within the recess (14). An integrated circuit (38) is also in the recess and in operative electrical connection with the antenna. To create the recess, the substrate is cut, or moulded into shape. The antenna is a loop antenna crossing itself at a bypass which comprises dielectric material between crossing portions of the loop antenna. The substrate is a card which can be carried on the person by an individual.
