Composition for hydrophobizing and oleophobizing building materials, in the form of an aqueous dispersion or a water-redispersible powder, comprises a vinyl chloride/vinylidene chloride/ethylene copolymer and 5-30 wt.% of a protective colloid. The powder composition also contains 5-30 wt.% of an antiblocking agent. An independent claim is also included for producing a composition as above by radical-initiated emulsion polymerization in an aqueous medium, optionally followed by drying of the resulting dispersion.
