The structure has a container (I) provided with sufficient water. A lever (VIII) is attached in the container and imparts lifting forces to a counter lever, which is attached in the container. Valves (III) are attached at the container, and air is pumped by an air pump (IV) through the valves. A hole (V) is pushed up and down at the counter lever by an opening and closing mechanism (VI). An air absorbing device (II) is provided in the counter lever. Air is exhausted through the hole such that a weight (VII) of the counter lever is drawn downwards by gravitational force and the pump is moved.
