The arrangement has a sleeve device (22) for winding and unwinding a blind web (20), where the blind web comprises a guide band (24A) along lateral boundary regions. The guide band extends along an extraction direction of the blind web, and is led in a guide path (26A) of a guide rail (28A) extending in the extraction direction. The guide bands are durably connected with the blind web in the lateral boundary regions of the blind web after clinching process. An independent claim is also included for a method for manufacturing a blind web.
