The arrangement is equipped with a pipeline for maintenance of a desired low temperature with heat insulation. A concentrated transport medium is transported with a temperature, where the temperature lies below a base temperature prevailing undistributed in an environment of the pipeline so as to exhibit a comparatively low vapor pressure in a case of occurrence of leakage after closing shut-off devices on both sides of leakage areas and to ensure low hazard to persons, animals and devices by reducing a leakage discharge rate. An independent claim is also included for a method for reducing a sequence of concentrated transport medium discharge caused by a leakage from a pipeline for transportation of liquid and gas i.e. carbon dioxide, that is liquefied under pressure and/or transported in a supercritical condition.
