The method involves determining a dumping height (76) of a bulk material present in tubes (15) of a tube bundle reactor (10) by laser, radar or ultrasonic. The tubes are filled with the bulk material over a filler opening (19), and the dumping height of the bulk material is determined by measuring a distance of a surface of a fill to a reference point (64). A distance of the reference point to a base (17) of the tubes or to a surface of the material, present in the tube, is determined before filling the tubes. An independent claim is also included for a filling device for filling tubes of a tube bundles reactor with a bulk material, comprising a laser measuring device.
