The arrangement (1) has refuse bags (2,2') lying outside and inside, respectively. The bags are provided with upper edges (3). The bags are grasped in such a manner that the refuse bag (2) partially takes up the refuse bag (2'). The upper edges of the refuse bags are connected with each other such that a retaining bulge (3') is formed. The bags are made of polyethylene. Each refuse bag has a perforation below the upper edges, which form a continuous outline seam. An independent claim is also included for a device for attaching a refuse bag arrangement to a dust bin.
