The cell has a heating mantle provided outside of the cell and a silica glass immersion heater provided inner side of the cell for heating of the cell. An atmospheric pressure compensation of electrolyte solution is permitted between upper and lower parts of the cell during use of a porous precious metal covered sintered plate to change electrolyte flow as required by a pore selection of the porous precious metal covered sintered plate. A used glass electrode is colored with platinum and/or gold. A formed gas is withdrawn and is supplied for power generation.
