A sealed over pack (6) is formed from an over pack sheet provided with a tearing system (15) folded around the outer cover, where the over pack sheet has majority of printed graphic characters (20) at an outer surface. The outer cover is durably connected with the sealed over pack in connection area. An inner layer is arranged in contact with the outer cover. An independent claim is also included for a packing procedure for manufacturing a smoke goods package.
