The device (1) has a post (3) i.e. hollow steel tube, arched in ground (4) of a water surface i.e. river bed (5). A float (2) carries a slidably engaged unit i.e. cylindrical tube (22), for engaging the float on the post. The unit is arranged such that the float is raised more high than a top of the post. The post and the float are remained in mutual engagement. The unit is fixed to an annular floating part (21) of the float and is extended from the floating part. The unit is in a form of a skirt (23) which slides around the post. Sliding pads (24) limit the friction of the unit on the post.
