The material (1) has a lower layer (3) with a needle-punched thermally-bonded hollow sheet-lap, and an upper layer (2) integrated with the lower layer by bonding and formed with a flexible plate. The plate is made of elastomer or ethylene propylene diene monomer. The thickness of the upper layer is greater than or equal to 1 millimeter, and the thickness of the lower layer is 3-8 millimeter. An independent claim is also included for a method for manufacturing a sound-proofing material.
