The device (1) has an actuating handle (2) e.g. cross bar, placed in front of a seat of a vehicle. The handle is activated irreversible from a packaging position, where the handle is not projected from volume of the seat and does not interact with an effort transmission body (3) to a usage position, where the handle is projected from the seat volume. Stops (4, 5) are attached to the handle and the body, respectively and are cooperated with each other such that actuation of the handle activates the body in usage position.
