The device has a collector (21) provided with two branches and connected to a rain water inletting T-square (1) and a municipal water inletting T-square (2). An inlet of the collector is equipped with a removable anti-pollution by-pass valve assembly (20) for avoiding mixing of rain water with municipal water. A flow controller is arranged above the T-squares for visualizing malfunctioning of the device. A blow off evacuation chamber is placed behind a nozzle (16) of a case (15) for collecting the water coming from the nozzle.
