The device has a flexible strip e.g. flexible plate (2), made of polymer or light thickness metal and comprising an area (5) integrated to an element e.g. sail, subjected to the flow and an area (15) to be free with respect to the element to allow passage of the flexible strip. A set of converting units constituted of strain measurement gauges (3, 3') converts deformations sustained by the strip into an electrical signal with respect to a reference position, and a processing unit (4) processes the electrical signals. An independent claim is also included for a method for determining flow speed and flow direction of fluid near an element subjected to the flow.
