The device has a support module supporting manual mechanical actuating units e.g. lateral hand levers (31), and interposed between a fly-wheel (3) and a tubular external sheath (2) of a steering column of a motor vehicle. The module has a parallelepiped shaped outer case (32) that encloses the column. The units are extended from the case and oriented towards the exterior with respect to an axis of the steering column. A locking unit has a strut connector (40) and a plate shaped flat lower strut connector (20) that locks a fixed hub with respect to the sheath by surrounding the case.
