The system has a near field communication (NFC) unit (212) of a payment terminal (210) wirelessly transceiving input/output information of a smart card (211), and the smart card authenticated by a predetermined key information of a secure application module (SAM) card (221). A cost settlement applet (222) of a settlement terminal (220) generates a cost settlement command for cost settlement of the smart card based on the authentication result of the SAM card, and an NFC unit (223) intercepts transmission of the cost settlement command.
