The device has a hollow motor e.g. brushless electric motor, provided with a stator (1), and a concentric rotor (3) with a winding (2) fixed at the interior of the stator. A planetary speed reducer (5) is integrated at the interior of a central space defined by the concentric rotor. A case (4) of the speed reducer is fixed on the stator using two flanges fixed at each circular end of the stator. Rolling units (8) are fixed to the rotor, and are mounted on a body of the speed reducer.
