The device has a shaft provided at center of a cylindrical rotor (1), where the rotor is placed below a crankshaft (2) inside a casing. The rotor is surrounded by rack rings (3) mounted on silent blocks, and cam wheels (4) are aligned with the rack rings of the rotor, where the silent blocks retain the rack rings, dampen shocks, and reduce wear and noise. The rotor has a fly wheel on the crankshaft for launching the rotor. The rotor is laterally displaced with a stop to misalign the cam wheels with the rack rings for finding a dead center and for decoupling the rotor.
