The device has an armature (1) retained in its environment at a surface of a mobile (3) through an axle (5) connected to the surface. The axle allows the free rotation of control lines (4) in a plane parallel to the surface of the mobile. The control lines are connected to ends of the armature, where the connections of the control lines are symmetric with respect to the axle. Roulette wheels are placed under the armature to maintain the armature moved away from the surface of the mobile.
