The device (4) has a monopolar continuous type high voltage generator (7) for converting a very low voltage and continuous type input signal from a battery (5) into a low voltage, high voltage or very high voltage type output signal. A distribution device (8) supplies entire or part of the output signal to diaphragms of actuators. An electronic control unit (30) controls characteristics of the generator. The device has control switches (23a, 23b) e.g. transistors, for connecting an output of the generator to the diaphragms.
