The system has a traction pulley (6) coupled to a motor (4) and located at top of a hoistway in a traction axle of posts of a collar (7), where the pulley is suspended by a support that is anchored on a crossbar at the top of the hoistway. The traction pulley collaborates with two return pulleys. A reversed cable punch passage is placed on two faces of the respectively return pulley located in a structure of the collar in a reversed manner to realize a braking band by the passage between the return pulleys. The passage is placed without balancing a cabin (2) of the lift or using a brake.
