PROBLEM TO BE SOLVED: To suppress voltage drop by rearranging cells so as to lower the power consumption value of a row region including cells in a data path that violates the constraint of setup timing.;SOLUTION: In a designing support device 500, an extracting part 504 extracts cells in the data path that violates the constraint of setup timing, a first specifying part 505 specifies, as a first row region, a row region including the cells in the data path, a first determining part 506 determines, as first cells, cells obtained by excluding the cells in the data path from the cells in the first row region, a second specifying part 507 specifies a second row region that does not include the cells in the data path, a second determining part 509 determines, as second cells, cells in the second row area, and a replacing part 511 replaces the arrangement position of the first cells with that of the second cells when the power consumption value of the second cells is less than the power consumption value of the first cells.;COPYRIGHT: (C)2011,JPO&INPIT
