PROBLEM TO BE SOLVED: To provide a comment exchange system enabling users who are distant from each other in time and space to freely participate in communication including the same content as a subject matter and to perform communication without being conscious of being distant in time and space.;SOLUTION: Upon receiving a comment input by a user during video content reproduction, the video content receiver uses time information separated from the video content to encode the voice comment input by the user, and generates comment data including the time information. The generated comment data is distributed to a content receiver of an opposite party in communication via a comment server for distributing the comment data associated with the video content.
