PROBLEM TO BE SOLVED: To increase the total throughput of uplinks and downlinks of a system, by taking account of factors, such as, QoS requirements of users, interference between cells and requests for uplink traffic.;SOLUTION: A control device receives information on channel conditions, interference between cells, and traffic requests, performs global optimization for sub-channel distribution, based on the received information to maximize the total throughput of uplinks and downlinks of a system, and transmits the results of the sub-channel distribution to a base station. The base station, based on the result of the sub-channel distribution, assigns each time slot within each frame, by using a scheduling algorithm that provides proportional fairness for each service class and transmits the result of time slot assignment to mobile stations.;COPYRIGHT: (C)2011,JPO&INPIT
