PPROBLEM TO BE SOLVED: To provide an eyelid opening degree detecting device for rapidly and highly precisely detecting the eyelid opening degree of a subject through the use of image processing technique, based on image data obtained by photographing the subject, and to provide an eyelid opening degree detecting method, and an eyelid opening degree detecting program. PSOLUTION: The positive edge image and negative edge image of the eye of the subject are generated, so as to generate a histogram where the pixel values of the both images are horizontally integrated. Horizontal direction lines for the largest value or maximum value are defined as the upper eyelid line and the lower eyelid line, thereby estimating the eyelid opening degree, based on the difference of position relation between the both lines.
