PPROBLEM TO BE SOLVED: To easily recognize a lacking test item. PSOLUTION: A test item similarity calculating means 12 calculates the similarity between the test items of a test specification, and a grouping means 13 groups the test items according to the similarity. A test specification evaluating means 14 evaluates the test specification of a module, by comparing the number of appropriate test items with the number of actual test items. A lacking item group selecting means 15 selects a lacking test item group, based on another module specification, in the specification of the module evaluated to be lacking in the number of test items, and selects a lacking test item group, based on the test item of a similar module, in the specification of the module evaluated to be appropriate in the number of test items.
