PROBLEM TO BE SOLVED: To improve an encoding efficiency by improving a prediction hit rate of a prediction mode in intra-image predictive encoding.;SOLUTION: A prediction portion 12 of a prediction mode focuses on a continuity of an edge which can be estimated from the prediction mode. A block extracting portion 121 of an inflow vector presence determines a presence/absence of the inflow vector that is a predictive vector indicating a predictive direction of an encoded block adjacent to an encoding object block goes toward a center direction of the encoding object block, and extracts the encoded block where the inflow vector is present.
