PROBLEM TO BE SOLVED: To provide a lubricant applying brush roller which is the one for applying lubricant to an image carrier provided in an image forming apparatus such as a copying machine, a facsimile and a printer and capable of suppressing or preventing the enlargement of the height difference of the irregularities of a lubricant surface and to provide a lubricant applying device having the lubricant applying brush roller and an image forming apparatus having the lubricant applying device.;SOLUTION: The lubricant applying brush roller 47Y is provided with brush fibers 89Y scraping the lubricant and applying the scraped lubricant to the image carrier.
