PPROBLEM TO BE SOLVED: To provide a method capable of changing plant-based biomass into liquid fuel capable of being easily transferred and stored, and enabling residual heat and a byproduct generated in the process to be effectively used. PSOLUTION: The plant-based biomass is partly oxidized by oxygen-containing gas and is gasified at 700 to 820C. Dimethyl ether or methanol is synthesized by using the obtained gas of a low sulfur content, and a water content of the plant-based biomass is adjusted by using heat generated in the reaction. The gas is separated from the product after the synthetic reaction, and the whole or a part of the gas is incinerated to give gas containing isolated oxygen of not less than 0.2% to not more than 2.5%, which is supplied to a greenhouse for vegetable cultivation. The moisture obtained by cooling the gasified product and/or the moisture separated from the product by the synthetic reaction is used as a part of a raw material for methane fermentation treatment.
