PROBLEM TO BE SOLVED: To reduce the number of multiple routing configurations (MRC) files indicative of a detour route in the case of fault occurrence.;SOLUTION: An MRC file creating apparatus creates an overall tree 302, according to the Kruskal method, for a given topology 301, wherein various overall trees are created by adding a random value to an initial value of a set of link costs used for overall tree creation. Then, an overall tree having the most number of trees that become isolated nodes and the most number of trees that become isolated links newly is selected from among the overall trees and an MRC file group is constituted of the selected overall tree. Furthermore, for the initial value of the set of link costs of the topology 301 used for overall tree creation, various value combinations are also generated using random numbers and the MRC file group is created based on various initial values. The MRC file creating apparatus then outputs a set of MRC file groups with the least number of files among these MRC file groups.;COPYRIGHT: (C)2010,JPO&INPIT
