PPROBLEM TO BE SOLVED: To provide a device and method for simply and easily evaluating vascular endothelium functions with high precision. PSOLUTION: The device includes a cuff 11 wrapped around a part of the body of the subject to be tested, a cuff pressure controller 20 for controlling the pressing and depressing of the cuff 11, a cuff pressure detector 31 for detecting a cuff pressure from the output of a pressure sensor 14 connected to the cuff 11, a pulse wave detector 32 for detecting a pulse wave from the output of the pressure sensor 14 and an analyzer 33 for analyzing the detected pulse wave, wherein the cuff pressure controller 20 performs a continuous pressure sensation for a predetermined period on the body part of the subject to be tested, the analyzer 33 evaluates the vascular endothelium functions on the basis of comparison of the pulse waves before and after the pressurized sensation.
