PROBLEM TO BE SOLVED: To transfer a message certainly to a mobile terminal (radio set) after it has moved, even before a position of the radio set is registered in a managing server which manages a present position of this radio set after it has moved.;SOLUTION: A user position monitoring part 11 monitors the message sent from the radio set via a repeater, updates positional information of a database 12 when a change of the position of the radio set is detected, and also notifies a positional change to the managing server via the Internet. Meanwhile, when the message is received via the Internet, a destination address checking and correcting part 19 uses a user ID of the radio set of a destination as a retrieval key to retrieve the database 12, corrects a destination address of the message to an up-to-date address of the applicable user ID, and imparts it to a receiving message transfer part 20.
