PROBLEM TO BE SOLVED: To provide a road network diagram managing device that easily and efficiently retrieve a route via a certain place in accordance with the situation of the place.;SOLUTION: The road network diagram managing device includes a road storage section and a dividing means. The road storage section stores a hierarchical road network diagram wherein each layer is divided for each area surrounded by a closed circuit of the roads on the adjacent higher layer and a divided network having the road as the boundary is associated with both sides of each road in the upper layer constituting the closed circuit and stored. In each layer, the dividing means identifies the road closest to the designated position of interest and acquires the divided network G on the interest position side associated with the road from the adjacent lower layer until a road containing the position of interest exists in the G.
