PPROBLEM TO BE SOLVED: To reduce or avoid traffic jams without delays, by expressing behavior of each vehicle in a microscopic and testing the occurrence situation of traffic jams. PSOLUTION: The traffic situation predictive system includes: a road-parameter generating unit 11, which generates road parameters of target road network which serially connects nodes and links obtained by properly dividing the target road; a current traffic reconstructing unit 12, which reconstructs the current traffic situation and obtains model parameters for traffic flow simulation by using current traffic data of the target road; an event generating unit 13, which generates event data which causes traffic jams; a traffic situation predictive unit 14, which makes a plurality of vehicles based on the model parameters run on the target road generated from the road parameters, obtains each vehicle's location at each time, makes event data generate at required locations, and predicts traffic situations till predetermined time.
