PROBLEM TO BE SOLVED: To select a more optimum optical communication route when constructing the optical communication route between two points.;SOLUTION: Equipment information including the kind and position of each equipment relating to an optical communication network and approval information indicating a place where approval is needed when performing construction or work, are stored in a database 4; the optical communication routes which can be constructed between specified two points, are found out as candidate optical communication routes on the basis of the information stored in the database 4; workability when constructing the respective candidate optical communication routes is calculated on the basis of the information stored in the database 4; the optimum optical communication route is selected on the basis of the calculated result.;COPYRIGHT: (C)2010,JPO&INPIT
