PROBLEM TO BE SOLVED: To provide an effluence alarm system, an effluence alarm device and an effluence alarm transmission method, capable of sounding quickly and surely an effluence alarm, when discharging an effluent from a dam installed in a river.;SOLUTION: Each of the plurality of effluence alarm devices installed in a downstream area of the dam in the monitoring-objective river has the second effluence alarm sounding part 301 for sounding the effluence alarm, when receiving an effluence alarm control signal transmitted from the effluence alarm device in a just adjacent upstream, the second water amount measured value acquiring part 303 for acquiring a water amount measured value of the river near to an installation place of own device as the second river water amount measured value, a the second local determination part 304 for determining the risk of getting abnormal in the water amount, and of increasing also a water amount in a downstream, when the second river water amount measured value exceeds a prestored threshold value, and the second alarm control signal transmitting part 305 for transmitting an effluence alarm control signal to the effluence alarm device in a just adjacent upstream, when determining the risk of increasing also the water amount in the downstream, after sounding the effluence alarm.;COPYRIGHT: (C)2010,JPO&INPIT
