PROBLEM TO BE SOLVED: To provide a construction method for a waterproof layer capable of reducing construction cost by forming flat the surface of the waterproof layer.;SOLUTION: In this construction method, a waterproof layer is formed using a plurality of asphalt panels 10 each comprising a thick walled body section 11 and a connection stage sections 12, 13 which are formed at both ends of the body section 11 and which are thinner than the body section 11.
