PPROBLEM TO BE SOLVED: To obtain an energy-saving controller capable of saving the energy of the existing instrument equipped with a hydraulic circuit. PSOLUTION: The energy-saving controller 100 includes: a solenoid operation-detecting part 111 connected to at least one solenoid of the valve changing the flow direction of hydraulic fluid flowing in the hydraulic circuit 30 to detect the operation state of the solenoid; a determination part 112 of a rotation number of an electric motor determining the rotation number of an induction electric motor 60 driving a hydraulic pump 31 compressively sending the hydraulic fluid to the hydraulic circuit 30; and an inverter 101 connected in series to the position between the induction electric motor 60 and a power source to control the rotation number of the induction electric motor 60 so that the rotation number of the induction electric motor 60 becomes the rotation number determined by the determination part 112 of the rotation number of the electric motor. Thereby the energy-saving controller 100 conducts the energy-saving control of the existing hydraulic equipment supplying the hydraulic fluid to the hydraulic circuit of the existing instrument or the instrument.
